WORDL REFUGEE DAY: UNHCR COMMENDS C’RIVER GOV’T SUPPORT TOWARDS REFUGEES

The United Nations High Commission for Refugees (UNHCR) has lauded the Ayade-led Government of Cross River State for its support towards ameliorating the plight of refugees in the State.

UNHCR's Senior Protection Officer, Ntampaka Clarisse, gave the commendation at the World Refugee Day, held 20th June, 2019, at the Conference Hall of Channel View Hotel, Calabar.

"We want to thank the Government of Cross River State for all the support. We also want to recognize and thank the host communities who opened their hearts and homes to the refugees. We want to thank the State Emergency Management Agency (SEMA) for working with us, and the Federal Government's National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI), and our partners, UNICEF, Fhi 360, CUSO, Mediatrix Foundation, line ministries, etc, for the great work," Clarisse remarked.

The UNHCR Representative said the "World Refugee Day is a moment during the year to reflect on the fact that millions of families are living far from their homes, leaving everything behind- because of war or persecution."

Speaking further, Clarisse noted that Nigeria is presently hosting over 36, 000 Cameroonian refugees in Akwa Ibom, Benue, Cross River State and Taraba; meanwhile Cross River State alone hosts over 27,000 Cameroonian refugees, making it approximately 75 percent of the refugees in Nigeria.

The UNHCR Representative pointed out that local authorities and host communities in Cross River State have been exemplary in their support to refugees in their communities; and the World Refugee Day is an opportunity to appreciate the efforts of host communities and the Federal Government of Nigeria in welcoming and assisting Cameroonian refugees.

According to UNHCR, an estimated 70 million people are refugees, or have been displaced by violence in their own countries, and every region of the world is impacted in some way and today a volatile mix of political, environmental, economic, ethnic, and territorial factors often combine to ignite conflicts.

She said that though the UNHCR and it's partners are on  ground, helping to provide shelter, food, clean water, and medical care, yet it is the people in local communities who give so much - sometimes over many years, adding that such solidarity/hospitality is essential and does inspire the  conviction  that people can thrive together.

Talking on the theme for this year's World Refugee Day 'Step With Refugees', Clarisse stated that no step is too small, challenging people from all walks of life to unite in their efforts to choose inclusion over exclusion and see the need for integration of refugees as assets and not burden to the society.

She maintained that the spirit of participation and shared responsibility enshrined in the UN Global Compact on Refugees, marks a new era of international cooperation and provides a blueprint for better responses; not only humanitarian emergency responses, but also in terms of development to ensure longer term stability in all regions.
Concluding, on behalf of the High Commissioner, the UNHCR Representative stated: "we appreciate your contribution, collaboration and support in the response to the Cameroon refugee situation."

Also speaking, the Federal Commissioner, National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), Mr. Innocent Efoghe, stated that recently, Nigeria has witnessed an influx of asylum seekers and refuges from countries such as Cameroon, Central African Republic, DR Congo, Syria, Turkey, Eritrea, among others.

He further revealed that over 35, 000 Cameroonian refugees have been granted Temporary Protection Status (TPS) in Nigeria, in addition to 261 urban refugees and 290 asylum seekers living in other parts of the country.

Mr. Efoghe noted that with the support of the Presidency, his Commission has succeeded in the distribution of various food, non-food items, educational packs, water sanitation, shelter materials, agricultural input, and medical care; trained and retrained refugees on various skills acquisition; improved accommodation and helped refugees settled with their host communities; fight for their rights to safety, dignity and long-term livelihood empowerment scheme; enrolled refugees into the National health Insurance Scheme; provided variety of life-saving assistace, safety and protection; and durable solution.

He assured that NCFRMI will continue to collaborate with UNHCR and other relevant agencies to ensure improved livelihood for refugees in Nigeria.
 
Each year on June 20, the United Nations, United Nations Refugee Agency (UNHCR), and countless civic groups around the world host Refugee Day events in order to draw the public's attention to the millions of refugees and internally displaced persons worldwide who have been forced to flee their homes due to war, conflict and persecution.

In his remarks, the Acting Director General of Cross River State Emergency Management Agency (CRS-SEMA) Mr. Princewill Ayim called on well meaning Nigerians to take a step and eschew discrimination against refugees.


Mr. Ayim said the World Refugee Day "is to help us create awareness, to use this opportunity to encourage donors who are inspired to assist and support Government in making sure that the refugees are taken care of.

"We came out here to stand with the refugees to create awareness, we don't discriminate against refugees in Cross River State.

"As we mark today to show solidarity; to show what the refugees are suffering which symbolises the effort of their perseverance, we hereby solicit that the refugees abide by the law of the land and remain peaceful." he added.

The SEMA boss highlighted few challenges encountered by refugees which includes "identification, economic and security difficulties", but assured that those issues will be solved in due course.

Articulating her view, the Director of Orientation, Ministry of Information and Orientation, Mrs. Roseline Irek,  reiterated that the society will be a better place for everyone if discrimination against refugees is reduced to the barest minimum, adding that it is a collective responsibility by all and sundry.

High points of the event featured solidarity walk by stakeholders, and eventful ceremony at Channel View Hotel.

MOI&O TEAM VISITS PARASTATALS

The management team of the Ministry of Information and Orientation, on Friday, 21 June, 2019, visited some parastatals under its jurisdiction.

At Cross River Broadcasting Corporation (CRBC), which was the team's first point of call, the Permanent Secretary, Aye Henshaw – leader of the team – said the essence of the visit was to ensure that the leadership of the Corporation, headed by the Director of News, has taken charge and is up to task, in line with directive of the Governor.

The Permanent Secretary further stated that the visit was for the team to have a first-hand appraisal of challenges facing the Corporation.

Conducting the team round facilities at the Corporation, Director of News, Mr. Eniang Ndem, lamented the declining operations of the Corporation, describing the situation as a matter of concern to all stakeholders. He expressed delight in the timely visit by management of the Ministry, noting that the team's coming to the Corporation raises hope that things are going to change for the better and open a new page for CRBC.

He told the visiting team that management and staff of the Corporation are willing to put in their best in their work, saying the State Government's intervention will be a morale-booster for workers at the Corporation.

The team's next point of call was the Digital Printing Press at the Cross River Newspaper Corporation premises, Barracks Road, Calabar, where the Permanent Secretary stated that the State Government is determined to facility working, as a viable economic venture and to ensure the security of sensitive documents of government.

Head of the Printing Press, Comrade John Ushie, conducted the team round the facility, pointing out the to-dos necessary for the smooth take off of the digital printing press.

The Permanent Secretary was accompanied by Directors of the Ministry.

The Calabar Akin Lions Club of the International Association of Lions Clubs, District 404A2, Nigeria, will on Sunday June 23, 2019 hold her Thanksgiving Service/In-House Handing-Over and Presentation of Cassava Processing Equipment to the people of Etim-Osam Community, Akpabuyo Local Government Area, Cross River State.

The President of Calabar Akin Lions Club, Lion Engr. Joseph Abiodun NLCF, had promised during his investiture in October 2018, that as the 10th President of Calabar Akin Lions Club, that one of the Akin Community will be a beneficiary of a Cassava Processing Facility.

Lion Engr. Abiodun pointed out that Calabar Akin Lions Club was Charter on April 28, 2009 and by April 28, 2019 the Club will be 10years. Adding that "it is a Double Honour for the Club as they will be celebrating her 10th Anniversary/Presentation of Cassava Processing Equipment to the people of Etim-Osam Community which is a Core Project of the Club for the 2018/2019 Service Year.

According to him, equipment that will be given out are; stainless steel cassava greater with petrol engine, watering press, stainless steel manual sifter, communal tray fryer, amongst others.

The Club President has invited all to join them in her Thanksgiving Service on Sunday June 23, 2019 at Emmanuel Baptist Church, Otu Ansa Street by Immigration office, off IBB Way, Calabar by 9am.

I strongly believe that with his undiluted attractive experience he deserve to be retain as the Commissioner for Commerce and industry to constantly discharge his duties accordingly because what makes  government look attractive and juicy is when such a government equipped itself with high quality of persons in a statutory areas like having Commissioner Peter Egba retained his status quo as the State Commissioner for Commerce and industry, that is a well deserved area because he has practically proven his worth.....

EU-UN Joint Delegation visits CRSHA Speaker


A United Nations and European Union joint delegation, Monday, paid a courtesy visit on the Speaker of the State House of Assembly.

In his remarks, the Programme Supervisor, Dr. Yakubu Aliyu said the EU-UN Joint spotlight initiative is a new, global, multi-year initiative that is focused on eliminating all forms of violence against women and girls. 

Dr. Aliyu said the initiative focuses attention on issues, bringing them into spotlight and making concerted efforts to achieve gender equality and women's empowerment in line with the 2030 agenda for sustainable Development Goals (SDGs).

The    United Nations population fund (UNFPA) REP explained that efforts are already in place at the global and national levels which will culminated in the selection of priority countries for the initiative, adding that Nigeria is one of the eight priority countries to benefit from the initiative.

"Regional consultations have been held to enrich the development of the country programme for Nigeria that had active participation of the government and the national levels, some States and relevant stakeholders," Aliyu stated.

He disclosed that Cross River State, FCT, Sokoto, Adamawa, Ebonyi and Lagos States have been selected as the focus states for the implementation of this initiative in Nigeria.

Responding, the Speaker of Cross River State House of Assembly, Rt. Hon.  Jones William Eteng, thanked the delegation  for been the first to pay him and house the first courtesy call, emphasising that the initiative is community based and that there are other legislations on violence against women and the girl child in Cross River State.

Rt. Hon. Eteng further added that though law on violence against women and the girl child can be reviewed, in due course, a new law will be enacted to tackle the issues of violence in the communities and the State at large.

In a vote of thanks, Mrs. Ephraim Theresa Offiong, a  Director in the Ministry of Women Affairs, expressed gratitude to the Speaker and Honourable Members for their support and partnership in ensuring that the women and girls are safe and free from violence.

Rt. Hon. Eteng further added that though law on violence against women and the girl child can be reviewed, in due course, a new law will be enacted to tackle the issues of violence in the communities and the State at large.

In a vote of thanks, Mrs. Ephraim Theresa Offiong, a  Director in the Ministry of Women Affairs, expressed gratitude to the Speaker and Honourable Members for their support and partnership in ensuring that the women and girls are safe and free from violence.

Profile of the Speaker of the 9th CRHA


Rt. Hon. Eteng Jonah Williams is currently the Speaker of the 9th Cross River State House of Assembly, while Representing Yakurri II State Constituency in the House. 

Eteng who is a seasoned and experienced legislator had been Deputy Leader of the House, the Adviser to the immediate past Speaker of the house, Rt Hon. John Gaul Lebo, Chairman House Committee on Finance and Appropriation, Vice Chairman House Committee on Business and Rules, Member House Committee on Public Account, member House Committee on Health Service, Women affairs, Social Welfare and Gender Development All in the 7th and 8th Assembly. 


Eteng holds a Master Degree in Public Administration from the University of Calabar, with over 25 years working experience in Administration before delving into politics. He was the Head of Administration of Jones-Tech International Limited prior to his election to represent Yakurr II State Constituency in the Cross River State House of Assembly. Eteng supervised the daily activities of Jones-Tech International Limited Projects in Nigeria, as Head of Administration.


Rt. Hon. Eteng also worked with the office of the Organization for African Unity, OAU Chairman (documentation Unit), at the Presidency where he was in charge of compilation and writing of the research project entitled "OAU Abuja 91 Commemorative handbook". 


This handbook which contains the activities and Speeches of various Heads of State and Presidents Members countries during the OAU submit, in Abuja 1991 saw the programme as a success, largely due to the energy and drive injected into it by Eteng and his editorial team.
  
Rt. Hon. Eteng has attended many seminars/conferences in Nigeria and the United States of America. He is a member of Nigeria America Chamber of Commerce and Industry and was on the Board of Jones-Tech International limited and Enonye Ventures Limited. Eteng has been a member of the People's Democratic Party (PDP since 1999. A grass root mobilizer and team player whose cardinal political philosophy is: Total efficiency, responsive representation and Human Capital Development. Eteng as a legislator in the 7th and 8th Assembly in Cross River State, has shown some laudable and erudite skills in Legislative activities.

Ladies and Gentlemen




Let me begin this address by thanking the Almighty God for making this day possible. I am sincerely humbled by the decision of my colleagues to elect me as the Speaker of this August Assembly, the 9th Legislature of the Cross River State House of Assembly. This vote is a confidence booster and not just the wish of the 24 members of the House but is an affirmation by the entire people of Cross River State.

When I took my first Oath of Membership of this Hon House on 7th June, 2011, little did I know that a second term and a third term was feasible. But here we are in 2019. I therefore give God Almighty, Creator of heaven and earth all the glory. God has been wonderful to me right from my first tenure, and my elevation today is another indication that he has not forsaken me.

Permit me to also thank His Excellency Senator (Prof.) Ben Ayade, Governor of Cross River State for the support I received throughout the past 4 years. You will agree with me that since His Excellency arrived on the political scene of this state, things have never been the same. There is a new thinking, and strategies of doing things. Our public spending pattern has not only become transparent but is targeted at making Cross River State an industrialized and developed State in the Country. Let me therefore use this opportunity to call on my colleagues and indeed all Cross Riverians to give His Excellency the needed support as he commits to completing all  ongoing projects. We must work as a team to ensure that the dreams, project, aspirations and programme of the present State administration become a reality.

It has not been all rosy. For instance in 2011 I had my election to this House annulled by the Election Appeal Tribunal Sitting in Calabar. Nobody gave me any chance of winning a rerun but God remained faithful.

In my 8 years sojourn in this House, I have had the privilege and Honour of working with two different Speakers. The first was Rt. Hon. Larry Odey between 2011 to 2015 and later with Rt. Hon. John Gaul Labor the immediate past Speaker of this Honourable House.

One important thing I learnt from these two distinguished legislators was the fact that they spared no time, energy and resources in making sure that the legislature maintained a cordial relationship with other Arms of Government. They did this because they knew that development can only come where there is peace, order and good governance built and sustained by the three arms of government. I am persuaded and inclined to building a more dynamic robust and result oriented relationship with other arms of government in the interest of peace and stability in our Dear State.

In this chamber I have also had course to work closely with Legislators who sacrificed their comfort for the interest of the state. This is the spirit with which I pray the 9th Assembly will imbibe in the course of carrying out its function whether in lawmaking, representation or oversight.

Over the years, I have learnt that effective leadership must establish effective, open and accessible communication channels. Consensus cannot be built when there is no effective communication. Therefore under my leadership, the 9th Assembly of this Honourable House will remain cohesive through constant dialogue emanating from formal meetings, executive sessions and individual contact.

As we know, there are plethora of challenges facing our State. These are; insecurity, unemployment, poverty, lack of power supply, as well as health challenges. We are aware of His Excellency's effort at tackling these challenges but as a House we should be resolute and firm in introducing necessary legislation that will reduce joblessness, hunger, poverty, disease and criminality in our society. To achieve these lofty aspirations, we should focus our attention at the following;

Members Welfare
Distinguished ladies and gentlemen, for some time honourable members were made to endure severe discomfort in their offices and residential quarters due to incessant disconnection from public power sources. Hon. Members equally had no alternative water supply when Cross River State Water Board ran into administrative constraints. Power distribution companies made the house an easy target for disconnection even when the state government was paying its bills in bulk.

While waiting for improvement in both power and water supply the house will ensure that it finds quick, reliable and effective alternative sources to alleviate the problems.

Relationship with Civil Society
As the Chairman of finance and appropriation committee, I had the benefit of working with civil society organizations within and outside Cross River State. This interface helped the committee in making recommendations to the house on critical appropriation particularly allocation proposed proposed for social services. Permit me to acknowledge, the effort of Budget Transparency and Accountability Network. Through this NGO, Cross River State was able to appreciate the challenges faced by women, children and vulnerable groups in the society.

As this 9th Assembly commences its legislative work, let us make deliberate effort to engage the non governmental sector in our public hearing and oversight investigations.

The achievements recorded by this Hon. House since 1999 were made possible through the commitment and sacrifice of the Clerk of the House and other staff of the Assembly. Our staff have remained an institutional memory over which Hon members have come to tap knowledge and experience from.

Howee,there has been no deliberate training plan to sustain and build their capacity to conform with the ever changing technological age. We shall therefore make training a priority for both members and staff. This may be difficult to achieve at a go. But will be phased to reflect the availability of funds.

Before I conclude, I want to thank in a special way my Dear wife, family members, friends, well wishers and constituents who have stood by me all this while. I promise, I will not disappointe you. 

Finally, there is a popular saying that "A house divided against itself cannot stand" I therefore, seek the maximum cooperation and support of my very Hon. Colleagues to make Cross River State 9th Assembly the strongest and  most viable Assembly in the history of Cross River State. We should put put aside rancour, personal interest, acrimony and strive which are inimical to development to ensure that the Cross River Vision is our collective responsibility. I know you have the capacity to do the best you can for Cross River State. And at the end, Crossriverians will be proud of you and your names will be written in the sands of time.

My Dear wife and other Members of LEWA
Ladies and Gentlemen




Let me begin this address by thanking the Almighty God for making this day possible. I am sincerely humbled by the decision of my colleagues to elect me as the Speaker of this August Assembly, the 9th Legislature of the Cross River State House of Assembly. This vote is a confidence booster and not just the wish of the 24 members of the House but is an affirmation by the entire people of Cross River State.

When I took my first Oath of Membership of this Hon House on 7th June, 2011, little did I know that a second term and a third term was feasible. But here we are in 2019. I therefore give God Almighty, Creator of heaven and earth all the glory. God has been wonderful to me right from my first tenure, and my elevation today is another indication that he has not forsaken me.

Permit me to also thank His Excellency Senator (Prof.) Ben Ayade, Governor of Cross River State for the support I received throughout the past 4 years. You will agree with me that since His Excellency arrived on the political scene of this state, things have never been the same. There is a new thinking, and strategies of doing things. Our public spending pattern has not only become transparent but is targeted at making Cross River State an industrialized and developed State in the Country. Let me therefore use this opportunity to call on my colleagues and indeed all Cross Riverians to give His Excellency the needed support as he commits to completing all  ongoing projects. We must work as a team to ensure that the dreams, project, aspirations and programme of the present State administration become a reality.

It has not been all rosy. For instance in 2011 I had my election to this House annulled by the Election Appeal Tribunal Sitting in Calabar. Nobody gave me any chance of winning a rerun but God remained faithful.

In my 8 years sojourn in this House, I have had the privilege and Honour of working with two different Speakers. The first was Rt. Hon. Larry Odey between 2011 to 2015 and later with Rt. Hon. John Gaul Labor the immediate past Speaker of this Honourable House.

One important thing I learnt from these two distinguished legislators was the fact that they spared no time, energy and resources in making sure that the legislature maintained a cordial relationship with other Arms of Government. They did this because they knew that development can only come where there is peace, order and good governance built and sustained by the three arms of government. I am persuaded and inclined to building a more dynamic robust and result oriented relationship with other arms of government in the interest of peace and stability in our Dear State.

In this chamber I have also had course to work closely with Legislators who sacrificed their comfort for the interest of the state. This is the spirit with which I pray the 9th Assembly will imbibe in the course of carrying out its function whether in lawmaking, representation or oversight.

Over the years, I have learnt that effective leadership must establish effective, open and accessible communication channels. Consensus cannot be built when there is no effective communication. Therefore under my leadership, the 9th Assembly of this Honourable House will remain cohesive through constant dialogue emanating from formal meetings, executive sessions and individual contact.

As we know, there are plethora of challenges facing our State. These are; insecurity, unemployment, poverty, lack of power supply, as well as health challenges. We are aware of His Excellency's effort at tackling these challenges but as a House we should be resolute and firm in introducing necessary legislation that will reduce joblessness, hunger, poverty, disease and criminality in our society. To achieve these lofty aspirations, we should focus our attention at the following;

Pelican Stars not indebted over away matches, says management

The management of Pelican Stars football team have debunked some media reports by the erstwhile Chairman of Calabar Sport Commission that the team borrowed money from a "local lender" with a cut-throat interest before travelling to play away matches.

The management stated clearly that the activities and organization of the club were directly funded by the State Ministry of Sport, hence it has nothing to do with the Commission, thereby advising the Commission to allow the management of Pelican club to be focused in their activities.

According to the Chairman of Pelican Stars, Comrade Sam Kombor, the club interfaced and informed the Permanent Secretary, Ministry of Sport before embarking on Owerri for the AITEO Federation Competition.

Also, the management of the club wishes to state that Pelican Stars have not been relegated by the National Women League.

The Chairman explained that the congress to declare open the 2018/2019 league had not been held due to the ongoing World Cup and the WAFU games.

He stated clearly that the club had signed 14 new players to its fold with a view to help them emerge victorious in all competitions.

DR BETTA EDU CONGRATULATES HON ETENG WILLIAMS SPEAKER CRS HOUSE OF ASSEMBLY AND ALL OTHER MEMBERS OF THE 9TH ASSEMBLY


The Ex-DG of CRSPHCDA Dr Betta Edu has sent her congratulatory message to Hon Eteng Williams the speaker of the CRS 9TH ASSEMBLY and every other member of the House Of Assembly. She expressed satisfaction on how the house members went with the election of their leaders as that shows how united, mature, and great they all are.

She went on to encourage the speaker to work round the clock to ensure that he beats the outstanding records that the immediate past speaker Hon John Gaul Lebo has already set. Her words " Hon Eteng has got a lot of work to do in the 9th Assembly not for any reason but because he took over from a vibrant, hard working, intelligent, and dedicated man like Hon John Gaul Lebo who did extremely well by transforming the 8th CRS House Of Assembly. He needs to keep the house united as always, work hand in hand with the Capacity Digital Governor to enable Cross Riverians achieve their expected results. They were very important and captivating bills that were left unattended to as a result of time so I'll advice he starts from there."

"The arm of government (Legislature) he's heading must harmoniously operate with the other two arms of government (Executive and Judiciary) to achieve success and as such he will have to create that synergy, and always be in tandem with each other to make it more easier for the expected results."

She went on to charge other house leaders and members to give Hon Eteng all the necessary support he needs to work with his team to make history. "As a house member representing your constituency you don't need to forget why you're in the house, you need to support and work alongside the leadership of the house as well as the other arms of government just for the purpose of spelling success. Cross Riverians are looking up to you all and I know you'll not fail us because I see in you all great capacity and that burning desire to take Cross River State to the expected level. For this to be conveniently achieved, the House of Assembly will have to key into the wonderful political ideas, industrialization drive  and visions of Sen Ben Ayade who is bent on taking Cross River to that dream land.
