CRGIA seeks AG's support for optimal performance



The Cross River Geographic Information Agency (CRGIA) has beseeched the support of the Accountant-General of the State, Sir Joseph Adie, to enhance actualization of the Agency's mandate.

The Director-General of CRGIA, Sir John Odo, made the plea recently during a courtesy call on the Accountant-General in his office in Calabar.

Sir Odo, who thanked the AG for his warm reception, stated that the visit was to establish synergy with the Accountant-General's Office, furnishing it with necessary information required for optimal performance and appeal for payment of a backlog of arrears of his Agency's staff.

In his remarks, the Accountant-General, Sir Joseph Adie, lauded the young and amiable DG for his vibrancy and hitting the ground running on assumption of office.

The AG urged the CRGIA Team to keep up the good work and also go ahead to introduce new innovations in order to excel.

Speaking further, Sir Adie expressed his Office's readiness to synergies with other government MDAs to increase productiveness, while assuring on speedy action to matters concerning CRGIA, on due approval by the appropriate authority.

The Cross River Geographic Information Agency (CRGIA) has sought partnership with Management of Hit 95.5 FM in a bid to strengthen advocacy on delivery of its mandate.

Speaking during a courtesy call on the Management of the Radio Station, yesterday, CRGIA’s Director-General, Sir John Odo lauded the media outfit for its synergy and effort in publicizing programmes and activities of the State Government.

Sir Odo, who was accompanied on the visit by his Management Team, said the essence of the visit was to keep the Radio Station abreast of its mandate of all processing and documentation of land transactions in the State in order to make for proper and informed enlightenment of the public.

The DG also disclosed that his Agency would soon commence the Systematic Land Title Registration (SLTR) across the State, beginning with a pilot of one million houses, quipping that with SLTR, the herculean task of property owners getting Certificate of Occupancy, will be a thing of the past.

Sir Odo, on behalf of his Management and staff, congratulated Hit 95.9 FM on its 4th anniversary and wished it more years of trailblazing strides in communication and media management, describing the station as a “dependable ally in information dissemination.”

In his response, the Managingg-Director and Chief Executive Officer of Hit 95.9 FM, Mr. Patrick Ugbe, who congratulated the DG on his appointment, pointed out that CRGIA, as a critical office of the State Government, can be the number one revenue generating Agency.

Describing Sir Odo as replete with capacity to deliver, the Hit 95.9 FM Boss hoped that at the end, CRGIA would be hugely successful, while pledging his organization’s readiness to partner with government and other agencies on programmes that would engender development of Cross River State.

Mr. Ugbe used the opportunity to invite the CRGIA team to celebrate with him on his Station’s 4th anniversary, with several activities lined up for the  event.

Do not play second fiddle, take your pride of place,” Okang charge Information Officers

Cross River State Commissioner for Information and Orientation, Comrade Asu Okang, has charged all information officers in the Ministry to be alive to their responsibility of keeping the public abreast on all government activities in their various Ministries, Departments and Agencies(MDAs) and not to play second fiddle to quacks.

Comrade Okang who gave this charge at the inaugural meeting of all Information Officers at the Conference Hall of the Ministry of Information, Calabar, stated that due to complacency on the part of Information Officers and failure to deploy digital skills, information dissemination has been left in the hands of non professionals.

According to him: “We have watched with some degree of disappointment at some of your performance as Information Officers in different MDAs. A few have been outstanding and others abysmal .You have overtime allowed your responsibilities to be taken over by social media trollers because you have refused to grow with the trend.  You are the professionals; but have allowed others to take over your beats.”

While urging Information Officers to move with digital trend of using the abundance of opportunities the social media offer for information dissemination, Okang said “In the midst of this competition it is important that you step up your game, do not play second fiddle. Take your pride of place as the number one Information Officers in your MDAs.”

The Commissioner further stated that, the Ministry of Information and Orientation is required to serve as the information bank of the State, hence, day-to-day activities of all MDAs should be reported to the Ministry. He added that, this new template for reportage is to ensure that information officers take a place of prominence in information delivery in their various beats.

He advised staff not to be distracted, but remain committed in their various MDAs as good ambassadors of the Ministry of Information, delivering on their mandate through effective, timely reportage of all government activities.

In her remarks, the State Director of Information, Mrs. Pauline Eba, charged the Information Officers to repay the Commissioner's effort of providing a conducive working environment, through massive on-going renovation work in the Ministry, upping the ante as information drivers of government policies, programmes, projects and deliverables to the governed.

Mrs. Eba assured the Commissioner of Information Officers' utmost support and promised not to renege on the to make the State proud in delivering on the Ministry's mandate.

Lassa Fever Outbreak: Cross River state intensifies Sensitization in Rural communities



The Commissioner for Health Dr Betta Edu, DG Primary health Dr Ekpeyong and the entire health team has carried out a rigorous sensitization exercise in Yakurr LGA of CRS on the steps/modalities that will help prevent and control this deadly disease.

With visible pictures and flyers, a step by step guide was presented by her stating clearly what lassa fever is, how it can spread, the signs and symptoms of lassa fever, the treatment, as well as prevention of the spread of Lassa fever and what should be done in any case of suspected infected persons.

The people of Ugep has been advised by both the Commissioner, the DG of CRSPHCDA and the Obol Lopon to carry out sensitization campaigns in their various communities, villages, places of work, individual homes and even across market squares and churches so everyone will be aware of Lassa fever prevention.

The host community thanked the State Governor Sen Prof Ben Ayade for always putting them first in everything and choosing their LGA for this massive events/sensitization campaign. They reiterate their willingness to always support and stand by the leadership of Governor Ben Ayade and to continue to queue behind his visions when the health commissioner threw more light to them on how passionate the governor feels about them and his numerous supports and plans for the health system

Lassa fever is spread through:
1. Direct contact with urine, feaces, saliva or blood of infected rodents
2. Ingestion of food and drinks contaminated with urine, feaces, saliva or blood of infected rats.
3. Contact with objects, household items or surfaces contaminated with urine, feaces, saliva or blood of infected rat
4. Person-to-person transmission can also occur through contact with blood, urine, feaces, vomitus and other body fluids of infected persons particularly in hospital environments where infection prevention and control practices are not optimal.

SIGNS AND SYMPTOMS OF LASSA FEVER
The early stages of Lassa fever presents initially like other febrile illnesses such as malaria. Symptoms of the disease generally include: fever, headache, sore throat, general body weakness, cough, nausea, vomiting, diarrhea , muscle pains, chest pains and in severe cases, unexplainable bleeding from the ears, eyes, nose, mouth, vagina, anus and other body orifices. It could also present as persistent bleeding from sites of intravenous cannulation.
The incubation period (time between an infection and appearance of symptom of the disease) is 3-21 days. Early diagnosis and treatment, increases the chances of survival. Inappropriate use of personal protective equipment (PPE) such as gloves, face mask, goggles etc., increases the risk of person-to-person transmission of Lassa fever.

To reduce the risk of Lassa fever, the following preventive measures can be carried out:
1. Practice of good personal hygiene by frequent hand washing with soap under running water and or use of hand sanitizers when appropriate.
2. Storage of foodstuff like rice, garri, beans, corn etc. in containers with tight fitting lids.
3. Avoidance of drying of foodstuff outside on the floor and by the road side where they can be exposed to contamination.
4. Proper covering of dustbin and disposal of refuse. Dump sites should be set up very far from homes.
5. Clearing the environment regularly.
6. Avoidance of bush burning which can lead to the displacement of rats from bushes to human dwelling.
7. Elimination of rats in homes and communities by setting rat traps and other means.
8. Disposal of all health care waste in a safe manner.
9. Practice of standard precautions at all times while handling patients and body fluids.

Any febrile illness that has not responded to 48hrs use of antimalarial or antibiotics should report to the nearest health facility for proper evaluation and treatment.
Health workers should maintain a high index of suspicion as Lassa fever can present like malaria fever and other febrile illnesses.
It is very important that health workers maintain standard precaution while managing patients.

Cross River State Commissioner for Information and Orientation, Comrade Asu Okang, has admonished Nigerian students/youths to go on to live lives of unimpeachable rectitude and integrity as ambassadors of society.

Comrade Okang gave the admonition when he received in audience Executives and Stakeholders of the University of Calabar Chapter of the National Association of History and International Studies Students  (NAHISS) in the Conference Hall of the Ministry in Calabar recently.

Comrade Okang told the student body that as young people, to be good ambassadors, they must shun cultism, examination malpractice and other vices that debase the moral fabric of society.

The Commissioner cautioned the students that "in as much as you keep the fire of unionism burning, I implore you to take your academic work even more seriously," adding that: "When you eventually leave the University, the labour market would not ask you how many 'gbosas' you chanted as an undergraduate, but rather your grade and what you can offer."

He further noted that granting audience to these young people, even when it was out of schedule, will serve as a morale booster for the students to remain on track in their quest for knowledge, as well as their future endeavours.

Comrade Okang, who himself is a worthy alumnus of the Department of History and International Studies, University of Calabar, pledged to remain a veritable part of the Union and Department; while asking to be kept abreast on developments, so as to "give the needed support."

In his remarks, the Association's President, Comrade Samuel Eyoma, said the visit was to congratulate the their Senior Comrade and worthy Alumnus on his new appointment as the Commissioner for Information and Orientation.

Comrade Eyoma, who described the Information and Orientation Boss as "a source of pride and inspiration to the Students of History and International Studies and youths in general," noted that Comrade Okang's antecedents and contributions to 'unionism', History Department and the entire Faculty of Arts, still speak eloquently and made him a revered reference point even after 16 years of leaving the University.

The HAHISS Leader said the visit, which accorded them opportunity to also tap from the Commissioner's vast wealth of experience and wisdom, has left positive impact on their academic journey and future endeavours.

The event climaxed with chanting of solidarity songs and group photograph of the Commissioner and his management team with Executives and Stakeholders of University of Calabar Chapter of National Association of History and International Studies Students.

Ahead of the ongoing 2020 World Leprosy Day and the Lassa Fever sensitization  in Yakurr LGA, a team from the State health sector headed by the Honorable Commissioner for Health Dr Betta Edu arrives Ugep. A courtesy visit has been paid to the Obol Lopon of Ugep who received the team in his palace.

The Commissioner thanked him for the warm welcome and hospitality shown to her and the State team as she conveyed His Excellency's warm greetings to him and all his subjects before she briefly pointed out the three major/important issues that brought her down to Ugep which includes; The World Leprosy Day, Larsa Fever Outbreak/sensitization campaign and Diarrhoea disease outbreak. She informed the Obol of the Governors order to begin the complete upgrade and over haul of the Ugep General hospital.

She in each case enumerated the immediate modalities put forth by the CRS Government to address and tackle all this pressing issues assuring him and the Ugep nation as well as the entire State that all hands are on deck to ensure that the State remains free of any form of attack.

Speaking, the Obol Lopon of Ugep Obol Ofem Ubangha Eteng expressed his delight for having the team come not only to his community but also making out time to pay him that respect/homage in his palace. In his words; "This is the Almighty Dr Betta Edu that I've been hearing about, the one and only Betta Edu who i even got her contacts before seeing her face to face. I must thank Governor Ben Ayade for appointing you commissioner for Health as your appointment is indeed a round peg in a round hole. Your legacies are spreading across the nooks and cranny of the State and beyond."

“Governor Ben Ayade loves the Yakurr nation. He response promptly on all our issues and we are so happy with him. We thank him for sending you to us.

He concluded by giving a brief history of the said leprosy day stating that it was first reported in 1918 in Yakurr as a cure center was built in Iyeama and another in mkpani around 1920 same with Obubra when the crowd became too much to manage in Iyeama. He thanked the State Governor for choosing Yakurr and the massive work about to begin in the General Hospital Ugep as he promised to always supervise the ongoing work as was pleaded by the Honorable Commissioner for Health.

Amongst the Health Commissioner are; DG CRSPHCDA Dr Janet Ekpenyong, the Permanent Secretary CRSPHCDA Dr Mark Umah, the Director of public health Dr Iwara Iwara,Director of Administration CRSPHCDA Mr Bassey Evong, Unit head of TBL Dr Offor and a host of others.

The Commissioner thanked him for the warm welcome and hospitality shown to her and the State team as she conveyed His Excellency's warm greetings to him and all his subjects before she briefly pointed out the three major/important issues that brought her down to Ugep which includes; The World Leprosy Day, Larsa Fever Outbreak/sensitization campaign and Diarrhoea disease outbreak. She informed the Obol of the Governors order to begin the complete upgrade and over haul of the Ugep General hospital.

She in each case enumerated the immediate modalities put forth by the CRS Government to address and tackle all this pressing issues assuring him and the Ugep nation as well as the entire State that all hands are on deck to ensure that the State remains free of any form of attack.

Speaking, the Obol Lopon of Ugep Obol Ofem Ubangha Eteng expressed his delight for having the team come not only to his community but also making out time to pay him that respect/homage in his palace. In his words; "This is the Almighty Dr Betta Edu that I've been hearing about, the one and only Betta Edu who i even got her contacts before seeing her face to face. I must thank Governor Ben Ayade for appointing you commissioner for Health as your appointment is indeed a round peg in a round hole. Your legacies are spreading across the nooks and cranny of the State and beyond."

“Governor Ben Ayade loves the Yakurr nation. He response promptly on all our issues and we are so happy with him. We thank him for sending you to us.

He concluded by giving a brief history of the said leprosy day stating that it was first reported in 1918 in Yakurr as a cure center was built in Iyeama and another in mkpani around 1920 same with Obubra when the crowd became too much to manage in Iyeama. He thanked the State Governor for choosing Yakurr and the massive work about to begin in the General Hospital Ugep as he promised to always supervise the ongoing work as was pleaded by the Honorable Commissioner for Health.

LASSA FEVER OUTBREAK: Betta call on Crossriverians to Observe Preventive Measures



The Government of Cross River state under the dynamic leadership of Sen. Ben Ayade will continue to ensure that it’s citizens are safe from diseases and disease outbreaks by prioritizing health promotion and disease prevention.

Cross River State Ministry of Health (CRSMOH) intensifies emergency preparedness and response to the ongoing Lassa fever outbreak in the country.

There is no confirmed case of Lassa Fever in Cross River state! Members of the public have been asked not to panic  but observe strict preventive measures to forestall  Lassa Fever out break in the state.

In response to the increasing number of new cases of Lassa fever across the States in the country, especially cases reported in neighboring states; the CRSMOH has activated an emergency response team to coordinate response activities across the state through effective surveillance and instant notification of suspected cases. We have activated a state Emergency Operations Centre (EOC) headed by the Honorable commissioner for health Dr Betta Edu.

This emergency response/ surveillance team is drawn from collaborative efforts from the CRSMOH, University of Calabar Teaching Hospital (UCTH), CRSPHCDA, Federal Ministry of health,the Nigeria Centre for Disease Control (NCDC), WHO and UNICEF representatives, State ministry of Agriculture, Environment and SEMA other partners.

This collaboration is intended to ensure:
1. Synergised effort towards a coordinated rapid response to any Outbreak of Lassa Fever disease in the state.

2. Rapidly increase communications and community engagement activities to ensure that Cross Riverians are aware of the risks of Lassa fever and measures to protect themselves

3. Provision of personal protective equipment (PPE) and other consumables across all the health facilities in the state.

4. Activation and equipping of the state isolation center to handle any suspected case(s) in the state.

5. Provision of Ribavirin and other supportive drugs and intravenous fluids for treatment of cases to prevent mortality.

6. Ensure the dialysis machines in the General Hospital Calabar and UCTH are functional to manage confirm cases where needed

7. Proper transport system to move samples to Lab at Abuja or IRUA, Edo State.

8. In case of any suspected case, Disease Survellance and notification Officer in that LGA must be reached, while Ambulance services provided to move client. In case of a suspected case kindly reach the state epidemiologist on 08038699957.

9. The training and/ or retraining of frontline health professionals for emergency response.

10. Intensification of health education and enlightenment in Efik, Ejagham, and other dialects in the state. Other technical aspect of coordination not stated here.

*WHAT IS LASSA FEVER?*
Lassa fever is a major public health challenge in West Africa, with Nigeria bearing the highest burden. It is an Acute Viral Hemorrhagic Fever (VHF) caused by Lassa virus.
The natural reservoir for the virus is the mastomy’s natalensis rodent (commonly known as multimammate rat). Epidemiological data shows that Lassa fever occurs throughout the year, but more cases are recorded during dry season, that is, from November through May.
Lassa fever is spread through:
1. Direct contact with urine, feaces, saliva or blood of infected rodents
2. Ingestion of food and drinks contaminated with urine, feaces, saliva or blood of infected rats.
3. Contact with objects, household items or surfaces contaminated with urine, feaces, saliva or blood of infected rat
4. Person-to-person transmission can also occur through contact with blood, urine, feaces, vomitus and other body fluids of infected persons particularly in hospital environments where infection prevention and control practices are not optimal.

SIGNS AND SYMPTOMS OF LASSA FEVER
The early stages of Lassa fever presents initially like other febrile illnesses such as malaria. Symptoms of the disease generally include: fever, headache, sore throat, general body weakness, cough, nausea, vomiting, diarrhea , muscle pains, chest pains and in severe cases, unexplainable bleeding from the ears, eyes, nose, mouth, vagina, anus and other body orifices. It could also present as persistent bleeding from sites of intravenous cannulation.
The incubation period (time between an infection and appearance of symptom of the disease) is 3-21 days. Early diagnosis and treatment, increases the chances of survival. Inappropriate use of personal protective equipment (PPE) such as gloves, face mask, goggles etc., increases the risk of person-to-person transmission of Lassa fever.

To reduce the risk of Lassa fever, the following preventive measures can be carried out:
1. Practice of good personal hygiene by frequent hand washing with soap under running water and or use of hand sanitizers when appropriate.
2. Storage of foodstuff like rice, garri, beans, corn etc. in containers with tight fitting lids.
3. Avoidance of drying of foodstuff outside on the floor and by the road side where they can be exposed to contamination.
4. Proper covering of dustbin and disposal of refuse. Dump sites should be set up very far from homes.
5. Clearing the environment regularly.
6. Avoidance of bush burning which can lead to the displacement of rats from bushes to human dwelling.
7. Elimination of rats in homes and communities by setting rat traps and other means.
8. Disposal of all health care waste in a safe manner.
9. Practice of standard precautions at all times while handling patients and body fluids.

Any febrile illness that has not responded to 48hrs use of antimalarial or antibiotics should report to the nearest health facility for proper evaluation and treatment.
Health workers should maintain a high index of suspicion as Lassa fever can present like malaria fever and other febrile illnesses.
It is very important that health workers maintain standard precaution while managing patients.

National Association of Ugep Urban Students Worldwide (NAUUS-WW) Honours Matthew with a Golden Patron award



The Chairmanship aspirant of People Democratic Party Engr. PeaceCorps OfNigeria remains vital to National Development - Egba High Chief.


One of the prominent Egba Chiefs and a veteran journalist, Chief Lai Labode has confirmed that the role of Peace Corps of Nigeria in the society remains vital to national development, safety and security.

He made this known in Abeokuta on Friday, during the visit of the Commandant of Peace Corps of Nigeria, Ogun State, Patriot Olufemi David Akinyemi to his office.

The Egba High Chief noted that the idea of social reorientation programme of the corps will go a long way in instilling morals in the minds of the youths.

He noted that no matter the level of education, when someone is morally bankrupt, the person has nothing and will be useless in the society.

He expressed his displeasure about the increasing nature of cultism among secondary school students, adding that some pupils of primary schools have been initiated but with efforts of organisations like Peace Corps of Nigeria, the situation will change.

"We are aware that Cultists are now in Primary and secondary schools and this is unfortunate, but the roles you are playing in that area cannot be overemphasized.

That is why I say, we fully support your philosophy, we support your projections into the future on how to help this country. It is our prayers that your mission becomes a reality"

On his part, the Commandant, Patriot Olufemi Akinyemi appreciated the support of the Egba High Chief and promised that officers of the corps will continue to render selfless service in support of their country.

NIGERIAN CHRONICLE TO GO DAILY FEB.1

Cross River Commissioner for Information and Orientation, Comrade Asu Okang, has revealed that  modalities have been put in place for the State-owned Newspaper, the prestigious ‘Nigerian Chronicle’ to commence daily production come February 1, 2020.

Comrade Okang made the revelation, yesterday Calabar during an on-the-spot assessment of the Cross River State Newspaper Corporation- publishers of the Nigerian Chronicle.

The Information and Orientation Boss quipped that there is so much the Ayade-led administration is doing, especially in the areas of agriculture and industrialization that needed to be reported daily, pointing out that it is incumbent on the State information machinery to rise up and take the lead in the responsibility of publicizing activities, policies, programmes and deliverables of government.

The  Commissioner rebuffed arguments made about the negative effects of social media on the print media, averring that such predilections stem from the inability of  print media organizations to take advantage of the vast opportunities the new media provides in promoting their brands.

“We have therefore, upon my assumption of office in the last three weeks, contacted an Information Technology Solutions Specialist to build us a brand new application, called ‘New Chronicle App’ to be installed in phones and other electronic gadgets of Cross Riverians and Nigerians alike, that would take effect from February 1, 2020, to ensure daily production of media materials,” he added.

Comrade Okang, who described the Nigerian Chronicle as a “veritable and saleable brand” that has stood the test of time, charged the Management and staff of the Corporation to brace up for the new task of producing daily, as Nigerian Chronicle as a weekly paper, is redundancy, which will not be tolerated under his watch.

 He commended the appreciable workforce on ground and promised to liaise with the Contractor to provide a conducive working environment for workers, while pledging to convey all requests and issues raised to the Governor for further necessary action.

Expressing his resolve towards making the government’s information machinery a success story under his rein, Comrade Okang highlighted his in-trays to include: turning the Cross River State Broadcasting Corporation into an enviable broadcasting house; overhauling the Government Printing Press, turning it into a money-spinner and revenue source for the Ministry and State Government as a whole; and even more compelling is the complete  restructuring and rebranding of the Cross River State Newspaper Corporation into an effective organ of information dissemination.

In his speech, the General Manager, Cross River State Newspaper Corporation, Mr. Emmanuel Akpong, expressed elation that the Commissioner’s “illustrious background in printing and publishing” had immediately triggered empathy to the Corporation’s situation.

Mr. Akpong pointed out that though the Nigerian Chronicle, established since 1971, can still be found on the newsstands till date, while its contemporaries like Daily Star, Observer, New Nigeria, etc, have all  gone out of circulation;but also lamented that the Nigerian Chronicle now is “only tottering on the brink as it continues to gasp for survival.”

The General-Manager cried out that the Corporation is wallowing in abandonment, ranging from dearth of printing equipment, lack of subvention or imprest to the establishment for over five years, hoping that the verve and vigorous disposition of the new Commissioner would turn things around for good.

He demanded that to live up to speed with the Commissioner’s vision for the Corporation, new computers for typesetting/design and more trained personnel would be required, as well as rehabilitation of existing machines, especially the Exercise Book Printing  Machine.

The General Manager pledged the Corporation’s support and loyalty to his stewardship of the subsector as he  optimistically welcomed the dawn of the New Nigerian Chronicle.

The Commissioner and his Management team’s visit to the Corporation is one in a series of on-the-spot assessment of facilities of parastatals under the Ministry of Information and Orientation.

In his speech, the General Manager, Cross River State Newspaper Corporation, Mr. Emmanuel Akpong, expressed elation that the Commissioner’s “illustrious background in printing and publishing” had immediately triggered empathy to the Corporation’s situation.

Mr. Akpong pointed out that though the Nigerian Chronicle, established since 1971, can still be found on the newsstands till date, while its contemporaries like Daily Star, Observer, New Nigeria, etc, have all  gone out of circulation;but also lamented that the Nigerian Chronicle now is “only tottering on the brink as it continues to gasp for survival.”

The General-Manager cried out that the Corporation is wallowing in abandonment, ranging from dearth of printing equipment, lack of subvention or imprest to the establishment for over five years, hoping that the verve and vigorous disposition of the new Commissioner would turn things around for good.

He demanded that to live up to speed with the Commissioner’s vision for the Corporation, new computers for typesetting/design and more trained personnel would be required, as well as rehabilitation of existing machines, especially the Exercise Book Printing  Machine.

The General Manager pledged the Corporation’s support and loyalty to his stewardship of the subsector as he  optimistically welcomed the dawn of the New Nigerian Chronicle.

The Commissioner and his Management team’s visit to the Corporation is one in a series of on-the-spot assessment of facilities of parastatals under the Ministry of Information and Orientation.

Cross River State Commissioner for Information and Orientation, Comrade Asu Okang, has cautioned that vital government information could be compromised by Ministries, Departments and Agencies (MDAs), that undertake printing of government documents in private printing houses, despite persistent government directives in this regard.

Comrade Okang further queried that such actions aside contravening the Official Secret Act of the Public Service, adversely affect the revenue generation target of the Government Printing Press, whose traditional functions he said, has already been greatly eroded by the influx of private printing houses, portfolio printers as well as contractors in recent times.

The Information and Orientation Commissioner, who gave the caution in Calabar, during an on the spot inspection of facilities at the Government Printing Press, therefore called on Ministries, Departments, and Agencies (MDAs) to adhere strictly to the government directives, to ensure that all State Government publications, security documents, letter heads, calendars, dairies, gazettes, greeting cards, amongst others, are printed at the Government Printing Press, adding that it is the statutory function of the Government Printing Press.

Allaying the fears of lack of equipment, Comrade Okang assured that facilities at the Government Printing Press will be upgraded for optimal service delivery, and hinted that the Ministry will soon commence the printing of books and other documents for the Nigeria Army.

The Commissioner was accompanied on the visit by the Permanent Secretary, Dr. Aye Henshaw; the State Director of Information, Mrs Pauline Eba; the Director Public Relations, Mr. Michael Nyajor; the Director of Administration, Dr. (Mrs.) Atim Ekpenyong; the Director Orientation, Mrs. Roseline Irek; the Director Archives, Mr. Effiong Okon, and the Acting Director of Technical Services Department, Mrs. Anita Ekpenyong, amongst others.

Climate Change and Forestry Commissioner Commends UNDP Efforts in the Environment Sector Calls for more support

The Commissioner for Climate Change and Forestry, Ntufam Donatus Etim has lauded the United Nations Development Programme (UNDP), for her collaborative efforts in addressing development challenges in the State, especially in the environment sector.

The Commissioner, who gave the commendation during a courtesy call on him by independent UNDP consultants,  acknowledged two environmentally sensitive development projects driven by the forestry sphere - the United Nations Reducing Emissions From Deforestation and Forest Degradation (UN-REDD+) and the Sustainable Fuel wood Management (SFM) Project.

According to him, the partnership with UNDP has been sustained by the present administration because of Governor Ayade’s  goodwill and passion as a renowned environmentalist as evident in his appointments of a Commissioner for Climate Change and Forestry, Special Advisers on Afforestation and Forestry, Biodiversity and Conservation.

Ntufam Etim called for concerted efforts to be made in the expansion of the State forest cover, as well as the recovery of the mangroves through afforestation across the State.

The Commissioner sued for more support in the area of economic growth, stating that the locals should be actively and practically engaged with livelihood alternatives, while also highlighting crucial areas such as security and information.

In like manner, the Permanent Secretary of the Ministry, Mr. Timothy Akwaji, affirmed that the State Government has made conscious effort on forests conservation in line with global trend and should duly benefit from the international community.

He buttressed that “policing the forest takes a lot of resources; therefore, there should be provision of resources to support Government's feat in conservation.”

Akwaji observed that the bureaucracy in UNDP and the mode of financial operations discourages service providers of projects domiciled in the cluster.

The Permanent Secretary recommended that local consultants should be mostly engaged because they are at home with the happenings in the communities and would be able to advance interventions based on the peculiarities of the people, emphasized that “there should be less consultancy in the projects and more actions on the field”.

Also speaking, the Special Adviser to the Governor on Afforestation and immediate past Chairman of  Forestry Commission, Hon. Bette Obi, harped on capacity building and more opportunities for the forest bearing communities, adding that security support is needed to checkmate the alarming rate of illegalities on the field.

Hon. Obi maintained that UNDP should deal directly with projects implementing partners for a more effective collaboration.

Stating the objective of the call, the UNDP independent consultants Dr. Richard Chiwara and Dr. Fatima Busola Ahmed informed that they were engaged to carry out a mid-term review (2018-2022) of UNDP projects and programmes in the State to ascertain level of progress, challenges as well as the way-forward to achieving strategic objectives.

According to the Consultants, the programme focuses on three components; namely: Government, Peace and Security; Economic Growth; and Environment/Climate Change.

As part of the visit, breakout sessions were held respectively with the working team of the Sustainable Fuel wood Management Project, headed by Dr. Edu Effiom and the CRS- REDD+ secretariat led by the Coordinator, Mr. Patrick Coco Bassey and the resident Consultant, Mr. Tony Atah.

C’R SUBEB COMMISSIONS NINE CLASSROOM BLOCK AND MOTORISED BOREHOLE IN YALA

In line with the whole school model approach, the Cross River State Universal Basic Education Board (CR-SUBEB) has commissioned a motorized borehole and a nine classroom block, comprising of library, lavatory, and offices at Yache Community Secondary School, Alifokpa, Yala Local Government Area.

Commissioning the projects, the Executive Chairman CR-SUBEB, Dr Stephen Odey thanked the students and Community for the warm reception. He said the governor Ben Ayade led-administration was poised to improve the standard of education in the State and urged them to continue to support his administration.

Dr Odey said the construction of a nine classroom block with library, lavatory, and office, as well as the water project was to key into the whole school approach which encourages model school structure.

According to him: “We are adopting a whole school approach. We are gradually deviating from six class room blocks without toilets, library or offices for the teachers and student to use. With the whole school approach, students and staff can have a more conducive environment for effective teaching and learning to take place. This has already been replicated in some schools in other Local Government Areas and we will continue to replicate same across the State.”

He said with the model school structure, the school will witness an increase in student enrolment. “Before our first intervention, they had about 50 students and today they have about 300 students, I believe that with these new structures a higher enrolment increase will occur here.”

Dr Odey, who was visibly excited, extended his gratitude to Governor Ben Ayade for restoring the lost glory of the school which he was a pioneer student of.

In his words “I cannot thank Governor Ben Ayade enough for coming to the rescue of this school and returning its lost glory. When we came on Board and saw the poor state of the school which I once belonged to as a pioneer student, I knew we had to intervene and salvage the situation.”

Speaking earlier, the Principal, Yache Community Secondary School, Mrs Juliana Ochonu thanked Governor Ben Ayade and the Board for the nine classroom block and motorized borehole. She further extended gratitude to the Board Chairman for salvaging the basic education sub-sector in the State through his numerous achievements.

Mrs Ochonu added that due to the Board’s intervention in her school, the population has increased tremendously. She however appealed that the Board equip the newly constructed Library and meet other needs in order to ensure a smooth running of the school.

While presenting an address on behalf of the Chiefs, Elders and Youths of Alifokpa, the Chairman, Ewor People’s Assembly, Rtd. DSP Maurice Ogar, expressed his joy at the new image of the school which he said suffered abandonment owing to infrastructural decay in the past.

According to him: “this school was abandoned, under-staffed and dying a natural death owing to infrastructural decay occasioned by lack of interest in the education sector. We made several efforts to draw past governments attention to the school all to no avail. Parents started withdrawing their children to other private institutions, leading to poor enrolment. All of these changed when you came to our rescue and presented us with the first six classroom block, lavatory and office, and today you are here again to commission a nine classroom block with a library, lavatory, office and borehole.”

He said within the last three years of the Board’s intervention in the school, students enrolment has increased and academic performance at both internal and external examinations have improved.

Mr Ogar further stated that the nine classroom block and motorized borehole, as well as other projects the school and community has benefitted under the Prof. Ben Ayade-led administration are palpable testaments to the passion the Governor has for the education sector and the people.

Several students of the school thanked Governor Ben Ayade and the Board for giving their school a facelift, pledging to put the facilities to good use and abstain from vandalism.

The event also featured celebratory dances, praise songs, performances by students and a 3 year scholarship award to Ijato Godsgift, a JSS 1 student of Yache Community Secondary School, by the Board Chairman for his outstanding performance during the event.
