C’River House of Assembly begins e-legislation, launches official website

The Cross State House of Assembly, on Thursday, as part of activities to mark the 9th assembly one year in office anniversary kicked off its process of e-legislation with the official launching of its website.

In a speech at the press briefing held at the Assembly chambers, the Speaker, Rt. Hon. Eteng Jonah Williams described it as a dream come true and a huge milestone recorded by the 9th assembly, which according to him would make the assembly more accessible to members of the public and the media.

Williams further stated that information played vital role in legislative processes and law making, adding “if it is technologically driven, it makes the job of the legislature easier and enhances productivity.

The functional website is www.crsassembly.com.ng for now this is the design site. The main site will be “crshoassembly.gov.ng” when ready.

It is hoped that when the relevant content is provided, the site will provide information on Membership, House Committees, past Hon. Members/Speakers and their Deputies, Clerks, and existing directorates.

It will also provide information on proceedings, Bills, Motions and major deliberations of the House.  The site will equally display photos, videos and events or news in respect of the House.

Apart from this, the website will bring Honourable Members closer to their constituents and will provide authentic information for proper guidance of members of the public.

AN ADDRESS PRESENTED BY THE HON. SPEAKER, CROSS RIVER STATE HOUSE OF ASSEMBLY, RT. HON. ETENG J. WILLIAMS TO MARK THE END OF THE FIRST LEGISLATIVE YEAR OF THE 9TH ASSEMBLY

The Hon. Deputy Speaker,
Leader of the House,
Hon. Members,
Gentlemen of the Press,
Ladies and Gentlemen.

Exactly, one year ago, precisely on Thursday 11th June, 2019, the 9th Legislature of the Cross River State House of Assembly was inaugurated in this hallowed Chamber.  We all subscribed to the Oath of Allegiance and Office promising to perform our duties honestly, faithfully and in accordance with the Constitution of the Federal Republic of Nigeria 1999 (as amended).

One year down the line, I make bold to say that we have kept to our promise and have performed our duties diligently for the peace, order and good governance of our dear State.

In earnest, this wouldn’t have been possible without God’s guidance, love and protection.  As the Psalmist will say, “the Lord is my refuge and my fortress, my God in him will I trust” As you are all aware, this Assembly was dedicated to God during inauguration and in all our dealings we have remained an Assembly under God.  It is my earnest prayer that God will by His mercy grant us peace and love for one another and also give us the enablement to serve our people with sincerity, honesty  and commitment.

I also wish to express my sincere thanks and gratitude to His Excellency, the Governor of Cross River State, Senator (Prof.) Ben Ayade (KSJ) for his interest in the development of the Legislature.

This is attested to by the close synergy and cordial relationship both arms of government have enjoyed since the inauguration of the Ninth Assembly.  This is evidenced in the prompt signing into Law of the Assembly Service Commission Bill and other Bills submitted to him for assent.  Apart from the prompt payment of salaries, we can also feel his giant strides in both human and infrastructural development across the state.

Hon. Members our first year in office was almost blighted by the Covid-19 Pandemic which ravaged the whole world early in 2020.  World travel came to a halt as airlines and other means of transportation became grounded and many borders remained closed. World Economies buckled under due to a halt in production of Goods and Services. The tourism and hospitality industry experienced the worst patronage in years and above all, the virus claimed more than three hundred thousand lives in all continents combined.  Health Workers were not spared either, as many of them died while rendering care to the infected.

Permit me to thank Hon. Members of this Assembly for rising to the occasion by tackling the pandemic using legislative instruments.  You will recall that Cross River State House of Assembly passed the 2020 Covic-19 Law to provide a framework for mobilisation of resources to fight the pandemic.

Let me also use this medium to thank Hon. Members who individually and collectively spent,  Valuable time and resources in mobilizing and sensitizing their constituents to adhere to all measures put in place by both Federal and State Governments in tackling the menace.

My appreciation also goes to all health workers and the good citizens of the state who assisted in enforcing the lockdown and other measures both at home and in public places.

Hon. Members, we cannot conclude discussion on the fight against Covid-19 without recognising the foresight and quality leadership that was provided by His Excellency, the Governor, Senator (Prof) Ben Ayade throughout the period up to this moment.  Cross River State remains the only State that is Covid-19 free and all kudos must go to the Governor for steering the State out of this pandemic.

The fight is not over yet. I therefore urge all Hon. Members and other well-meaning Cross Riverians to join His Excellency the Governor in ensuring that Covid-19 remains outside the State borders.

THE ASSEMBLY SERVICE COMMISSION LAW 2020

Our first legislative year was also shaped by the signing into Law of the Cross River State House of Assembly Service Commission Law 2020 by His Excellency, Senator (Prof) Ben Ayade (KSJ) Governor of Cross River State.  The struggle to have this Law in place started way back in 1999.  All the pervious Bills passed to achieve this objective did not see the light of day.  But surprisingly His Excellency the Governor handed us this precious gift when we least expected.

This is the strongest statement and action the Governor has made in support of the Legislature and this House remains eternally grateful.  Surely the Governor has left an indelible mark in the history of this legislature.

This singular action has made Cross River State retain its pride of place in the comity of State legislatures.  It will also ensure that appointment, promotion and discipline of legislative staff will be brought before the purview of the Legislature.

ESTABLISHMENT OF A WEB SITE

The House now has a functional website “crsassembly.com.ng”.  For now this is the design site.  The main site is “crshoassembly.gov.ng”.  It is hoped that when the relevant content is provided, the site will provide information on Membership, House

Committees, past Hon. Members/Speakers and their Deputies, Clerks, and existing directorates.  It will also provide information on proceedings, Bills, Motions and major deliberations of the House.  The site will equally display photos, videos and events or news in respect of the House.

Apart from this, the website will bring Hon. Members closer to their constituents and will provide authentic information for proper guidance of members of the public.

CONFERENCE OF SPEAKERS

One other achievement worth mentioning is the readmission of Cross River State House of Assembly into the Conference of Presiding Officers (Speakers) and Clerks.  You will recall that in 2015, this Assembly was delisted from the above Conference for non-payment of annual dues and other commitments.  We have paid the said dues including outstanding arrears and our full membership has been restored.

THE 2020 LOCAL GOVERNMENT ELECTIONS

I will not end this address without saluting our great party, the Peoples’ Democratic Party (PDP) for providing all of us the platform to serve and most especially for the resounding victory recorded by the Party in the last concluded Local Government elections.  This victory is an approval rating of the people of the state and signals that the PDP’s agenda remains the best option for the state.  We must collectively continue to work hard and savour the confidence and respect of the people.

LEGISLATIVE ACHIEVEMENT

Since June, 2019, the House has recorded some landmark achievements in the number of Bills passed, Motions and Matters of Urgent Public Importance considered and Resolutions taken.  A breakdown is as follows:

We have tried in the last one year to provide the best services in the complex and Quarters but we also acknowledge that improvement needs to be made in certain aspects of our service delivery where lapses were observed.  In this respect, I wish to thank the House Services Committee and indeed Hon. Members who in one way or the other assisted the Committee in its assignment.  However, the Committee will need to carry out more regular checks on the facilities and equipment in the quarters to enable the House carry out proactive measures instead of waiting for total breakdown before reporting.

Again, the House will assist Committees to enable them engage Civil Society Organisations in more a robust manner and on regular basis.

Finally, the Committee on Information will henceforth hold monthly press briefing to highlight activities of the House and give clarification where the need arises.

Once again, thank you for the confidence reposed in my humble self and the entire leadership of the House.  We are at your service 24 hours a day 7 days a week.  I pray for love and unity, among Hon. Members and staff.  This is the only way we can achieve meaningful progress.

University Don, Dr. Ngwu Gives Ten Reasons why Cross River Youths Deserve Victor Ndifon as Chairman

A University Don, Dr. Ukam I. Ngwu, Esq in this expository piece gives ten pungent reasons why Cross River Youths deserve Victor Ndifon as Chairman.

As the 2020 elections into the Cross River State Chapter executives of the National Youth Council of Nigeria (NYCN) draw near, it is important to think, support and vote Ambassador Victor Ogar Ndifon as the State Chairman with the following reasons:

1. He is Armed with Experience on Youths Governance

As the old adage go "experience is the best teacher", Victor Ndifon is highly experienced and well vast with the leadership styles needed to drive the youths' force. He has held several youth oriented leadership positions in the academic, religious and other communities. Worthy of mention is his remarkable performance as a Senator of the Student Union Government (SUG) of the prestigious Cross River University of Technology (CRUTECH) which propelled and endow him with the impetus, audacity and tenacity to contest and win as the youngest SUG president CRUTECH ever had at the time.

Ndifon is also serving as the incumbent Secretary General (the Secretariat) of the NYCN, Cross River State which as earn him a recognition and honour as one of the notable Ambassador of the association in the State.

If experience and continuity is anything to consider, especially as a serving Young University Lecturer and Scholar, then Victor Ndifon is the answer.

2.  He is Blessed with a Voice - even for the Voiceless

Victor Ndifon is an orator per excellence, who choose to speak only when it is pertinent, expedient and necessary to do so. His oratory prowess makes him stand out among equals and has endeared him to many who prefer and rely on his amplified voice and often elect him to speak on their respective behalves.

Hence, Mr. Ndifon has overtime dedicated his voice to speak for the youths, the vulnerable, the oppressed, the suppressed and the downtrodden. Just as Chinua Achebe will say, "the fowl that crows belong to the owner, but its voice belong to the community", Young Victor's voice belongs to the teaming community of the youths in Cross River and beyond.

3. He is Humility and Loyalty Personified

Victor is widely known and accepted as a humble jolly good fellow. Even at the point of provocation, his respect for people is always intact. The countless positions of leadership he had held have not in anyway stopped him from respecting and relating with people as demanded of him. He is indeed an embodiment of humility and loyalty.

4. He is a Servant Leader

Victor's idea of leadership is service for his people. He puts the interest of his people far above his personal interest and do not hesitate to go for that which will benefit the entire society than his personal needs. Cross River Youths Behold your servant- leader.

5. He is Morally Equipped with the Needed Virtues for Good Governance

Moral upbringing begins at home. The family plays an important role in moulding the moral rectitude of a man.

Victor Ndifon was fortunate enough to be born of Godfearing Christian Parents who have filled his moral life with the love for God and humanity at large.
He will indeed bring to bare his moral upbringing as a devout Catholic and good ambassador of his family to lead and move the State Youth Council to the desired next level.

6. He is highly Educated and well Schooled in Reverend Nigerian Institutions

Young Victor, is well educated and a great intellectual. Apart from acquiring several professional certificates to his credit, he also bagged a Bachelor of Science (BSc) degree - Second Class Upper Division - Mass Communication in the Cross River University of Technology, Masters of Science (MSc) degree Mass Communication in the prestigious University of Lagos and now rounding up his Doctor of Philosophy (PhD) degree in Political Communication, University of Uyo, Uyo, Nigeria. His intellectual ability have been put to several tests and have always yielded positive results, as such, has been proven beyond reasonable doubt to be intellectual heavyweight.

7. He is Fortified with the Ability to Effectively Handle and Resolve Conflict Situations

A good leader must be endowed with conflict management potentials. Such person is highly fortified with the understanding and gifted ability to effectively handle issues - as conflict is inevitable in virtually all human relationships.
Ndifon is monumentally blessed with these innate abilities and rare propensities of fixing human issues and restoring impaired relationships, lets support him.

8. He Stands for the Truth at all times

Victor Ndifon is among the very microscopic few politician who stand for and defend the truth without bias, nepotism, favoritism and chauvinism.

9. He is Highly Detribalized and Treat People Equally

Ndifon is a detribalised Cross Riverian and relate with all and sundry equally irrespective of their religious, ethnic and political affiliations nor even their socioeconomic status.

He relate equally with everybody and accord respect to whom ever it is due.

10. He is Generous and Filled with Enduring Love for Humanity.

Ndifon is a renown giver who can give his last just to meet the needs of others. His love and pity for humanity have always endeared him to many, who mostly end up his friends. A good politician must remember his people not just during elections but even after elections.

Dear Cross River Youths, do not risk your votes, it is very important to us, please invest it rightly by casting them for a *Tested and Trusted Performer in Victor Ogar Ndifon.

365 Days in Office - Assembly Speaker, Rt. Hon. Eteng Williams, Redefining the Legislative Narrative in Cross River State

It is exactly one year today that fate beckoned on Rt Hon Eteng Jonah Williams when members of the Cross River State House of Assembly on the 11th day of June, 2019, unanimously elected him to occupy the exalted position as Speaker of the 9th Assembly.

His election as Speaker was greeted with great excitement from people of all walks of life considering his enormous legislative experience, competence and capacity.

Immediately he came on board, he announced his readiness to operate an open door policy and began to identify himself with all stakeholders that can make governance work for the progress of the state.

He emphasized the importance of oversight functions to members and made same a priority. This was demonstrated through the numerous tours embarked upon by the House Committees to government projects across the state, visits to MDA’s and  private companies operating within the state.

Rt Hon Eteng Jonah Williams came on board with leadership of simplicity, meekness, humility and above all hard work that has propelled the legislative arm in the state to enact laws for the overall development of the people. A year down the line, with support of his colleagues, he has achieved more than his expectations.

Within 365 days, the 9th Assembly has received and considered no fewer than 20 Bills, including the 2020 Appropriation Law,
which was signed into law on the 31st of December, 2019 despite the challenges of time.

Another milestone recorded by the 9th assembly under the leadership of Rt. Hon. Eteng Jonah Williams was the passage into law a Bill for a law to make provision for the establishment of the Cross River State House of Assembly Service Commission.
Recalling that several attempts were made in the past assemblies to pass the bill into law but all to no avail.

Occasioned by the Covid-19 pandemic, the House has also passed a bill for a Law to make provisions for the prevention, and control of Coronavirus and other dangerous infectious diseases; establish a Trust Fund for Coronavirus and any other disease that may be of an epidemic or pandemic in nature in Cross River State and for other matters connected therewith.

This law was assented to by the Governor on the 9th Day of April, 2020.

There is no doubt that the house led by the speaker has identified the need to ensure people oriented legislation and hence it brings the human side to every legislation proposed.

The screening and approval of state officers which includes the Acting-Chief Judge of the state, Honourable Commissioners, members of statutory boards, commissions and agencies by the House have contributed in no small measure in the management of the state and cannot be left out.

Under his leadership, support and cooperation, the state has successfully conducted local government elections and sworn-in 18 council chairman and councilors across our local government areas bringing the third tier of government closer to the grassroots.

There is no gainsaying that the smooth cordial working relationship with other arms of Government is a deliberate effort of Rt. Hon. Eteng Jonah Williams to create a rancor-free atmosphere that will encourage steady growth in all sectors in the State.

In his words, ‘we are not elected to be engaging in physical combat but rather we are elected to represent our people in lobbying for their well-being for the progress of all. We will continue to engage and lobby when necessary for the  people’

However, it is also good to note that under his leadership the welfare of the members has greatly attracted enhanced attention as that has further boosted the productivity of the assembly in moving motions with resolutions passed promptly.

In his personal capacity, the Speaker has been able to secure benefitting jobs for more than 15 persons within and outside of his constituency at both state and national level aside the fact that he has influenced over 20 political appointments in his constituency and beyond.

As a promised keeper, he has facilitated the completion of a 6-classroom block with toilets in Agoi-Ibami in Yakurr local government area. This is a laudable feat within one year.

He has also identified and made himself available to the people during their trying moments as well as celebrated with them during their happy moments which has earned him the moniker ‘the people’s speaker’

In just one year, Rt Hon. Eteng Jonah has been able to distinguish himself as a dependable leader who has endeared himself not only to the members of the 9th Assembly but also the staff of the assembly, political associates, his constituents, and above all the entire state and the country at large.

Going forward, the Speaker has reiterated  his commitment to continue to provide purposeful leadership for the legislative arm of government in the state, urging the people to continue to cooperate and support the vision and administration of His Excellency, Governor Ben Ayade as that will enable him perform beyond expectations.

Rape and GBV: Ndifon calls on Nollywood to join the Fight

A youth leader and University lecturer in Cross River State has called on the entertainment industry in Nigeria to join the fight against Rape and other societal vices recently plaguing the country.

Victor Ndifon, who is the Secretary of National Youth Council of Nigeria, Cross River State Chapter made this known while addressing newsmen immediately after a road protest against Rape by a coalition of NGO's in Calabar Cross River State, condemned in totality the act of rape while calling on Nigeria movie giants - NOLLYWOOD to assist in reducing the rate of moral decadence by toning down on the quantum of sexual innuendos  expressed in the content they roll out through the media.

"Our brothers in the entertainment industry really need to help in this fight. We need to tone down on the subtle pornography  our youths watch, we need to also use the entertainment platform to pass across the message of decency and let's tell the true African story through the media.

"Rape is not only an African thing, it is the expression of a deep seated moral decadence that rare its ugly head in all parts of the world." Ndifon noted.  He further admonished everyone to join hands to ensure that these issues do not continue to reappear.

Ndifon, who is a frontline aspirant for the state chairmanship opined that subtle  Pornography could be the  major  influencer of rape and other sexual violence in the country, stating that the sensual content of most musical videos is a thing of concern as this has helped fan the embers of rape as well as increase the number of rape cases in the country.

According to the pragmatic Youth leader, "Pornography is a major issue to contend with when dealing with the issues of rape in our society, the rate of moral decadence in the Nation and among our youths is very alarming. By Pornography we may not necessarily be referring to direct Pornography but the things we see in our entertainment industry, in movies, in musical videos even on cyber spaces."

Ndifon used the opportunity to also call on relevant regulatory agencies to sensor media content that floods the screen of many homes and the social media. He also called on the security operatives and other relevant agencies of government to ensure rape cases are probably investigated, leaving no stone unturned with perpetrators brought to book without fear or favour not minding social or political status of offenders.

He however, appreciated the various groups who came out in their numbers to protest against the evil monsters, stating that the advocacy shouldn't end in the urban areas but should also be taken to the rural areas. He pledged the support of National Youth Council of Nigeria  Cross River Chapter  under the leadership of Prince Ndiyo Ndiyo in making sure the message is taken to the grassroot.

Asuquo Ekpenyong Jr, the Cross River State Commissioner of Finance, said while the State “might see bumps along the way,” he was encouraged that the State might be “turning a corner” in fighting the spread of the virus and being the only state not to record a case.

“I have cautious optimism, but now is the time to stay the course,” he told reporters at the Commissioning of 100 bed isolation centre in Adiabo, Western Calabar on Friday.

According to him, Cross River’s approach in invoking early, restrictive shutdown measures has been widely praised as one of the reason no case is recorded.

He noted that weeks into the lockout the response team warned against complacency on safety protocols such as the “No Mask No Movement” policy of the State Government.

The commissioner called on the residents of the state to complement what the government and CACOIVD are doing, by ensuring that they comply with all the directives given to curtail Spread of the disease.

By Itam Offor

The State House of Assembly has resolved to stand by its earlier decision to reject the confirmation of Hon. Justice Akon Bassey Ikpeme as substantive Chief Judge of Cross River State.

This resolution was taken at plenary following a motion moved by House Leader, Rt Hon Peter Odey and seconded by Deputy Leader, Rt Hon Fred Osim which  stated that the House, having taken a resolution on the matter will not revise its earlier decision.

The Speaker, Rt Hon Eteng Jonah Williams put forward the question whether the motion was the resolution of the House to which majority of Members overwhelmingly
responded in the affirmative.

The Secretary to the State Government, Barr. Tina Agbor had conveyed an attached correspondence from the National Judicial Council on the confirmation of Justice Ikpeme and requested the House to treat the matter urgently to ensure that there was no vacuum in the Judiciary.

However, the Chairman House Committee on Judiciary, Public Service Matters, Public Petitions and Conflict Resolution, Rt Hon Efa Esua,  told newsmen in an interview that he stands by his earlier decision that Justice Ikpeme deserves confirmation as Chief Judge but that since majority of the Members did not support it and voted against it, the majority's decision becames the resolution of the House of Assembly.
