C/River Gov't to establish Special Cocoa City in Etung

The Cross River Government has concluded plans to establish a Special Cocoa City Project in Etung local government area of the state with a view to improve production and create wealth for cocoa farmers in tbr state.

The special Cocoa City project is a Public Private Partnership project between the Cross River State Government and Bean & co Global LTD (a member of LR Group of Israel).

A memorandum of Understanding (MOU) for the project between Bean & co and the state government was signed on 14th Feb 2020. The final Joint Venture agreement is presently being worked on by the state government and Bean & CO GLOBAL.

The project has two components, the Agro Industrial Centre – AIC (Cocoa City), which will have a processing-plant, seedlings nursery, training facility and Centre of Excellence. The products are pulp, powder and dry cocoa beans (all for 100% export).

The cost of this component is about fifteen million dollars (15m USD) and 65% of that cost will be covered by the private sector (i.e. Bean & co and its partners) while 35% is by the Cross River State Government.

The second component is the Farmers Out grower scheme which will cover 5000 to 10,000 hectares of land. Thousands of farmers will be involved and will operate under the technical protocol of Bean & co who will buy all their produce (the pods & wet cocoa beans).

The protocol, know-how and inputs of Bean & co (including their engineered grafted seedlings whose organic character is not compromised) will ensure that the productivity is over 6 times more and the income per hectare of the farmers is at least 3 times more!!!

Speaking during a meeting held in Etung, the State Commissioner for Agriculture, Ntufam Okon Owuna, said the project will increase farmers earnings 3 times over and also with an increasing productivity.

He said that that the project will engage thousands of farmers and employ many others in the Cocoa City (plus technology transfer, adding that It was a very high impact project.

The Commissioner disclosed that discussions are ongoing with NIRSAL/CBN for the funding support of the OUT-GROWERS scheme.

"Under the funding proposal, the farmers  will receive about N2.4 million Naira Loan for four years to cover seedlings, pesticides, fertilizers, training and growing protocols and other necessary inputs.

He explained that due to the long gestation and harvest time of cocoa (average 4 years), repayment of the loan will commence from the fifth year.

Also, the Commissiiner had a stakeholders' meeting with the Cocoa Estates landlord communities, Cocoa farmers Association of Nigeria, Cocoa Association of Nigeria and other critical stakeholders in the sector which was held on Friday, 15th May, 2020 at the Etung Local Government Council Hall.

Before the meeting, the Commissioner for Agriculture, and the Director-General, Cocoa Regeneration Agency, Mr. Collins Ogar together with some directors of the Ministry of Agriculture visited and assessed the farms and facilities in the four Cocoa Plantations in Etung LGA.

The meeting was called to inform and sensitize the stakeholders on the Special Cocoa City project of the Cross River State Government and Bean & co. Global; and particularly to educate and get their buy in on the OUT GROWERS scheme part of the project.

Under the scheme, farmers with existing Cocoa farms will be required to supply personal and farm data under the Cocoa farmers registration process to participate in the project. In addition, all fallow/undeveloped land as well as areas where the plant population has withered in the four government owned Cocoa Plantations in Etung LGA will be parcellated into 1-4 hectares and allocated to prospective Cocoa farmers under the small holders model.

The stakeholders meeting also discussed and resolved issues of land rent/royalties, security in the Cocoa Estates/Plantations and rehabilitation of dilapidated infrastructure (offices, farm houses/camps and roads) in the Cocoa Plantations.

The meeting which was well attended also had in attendance the paramount ruler of Etung LGA,  clans and village heads of the all the landlord communities, the Cross River State Chairman of the Cocoa Association of Nigeria(CAN), the National Secretary of Cocoa Farmers' Association of Nigeria (CIFAN) and others.

The Paramount Ruler and chiefs, on behalf of the people of Etung LGA as well as players in the Cocoa industry, expressed their gratitude to His Excellency, Sen. Prof. Ben Ayade, the digital Governor of Cross River State for being a promise keeper.

They recalled that during his consultations and campaign before he assumed office in 2015, the Governor had promised to build a Cocoa processing factory to harness the abundant Cocoa resource in Etung and its environs.

His Excellency has not only kept his promise by building a Cocoa processing factory in Ikom, which in fact will be of benefit to the Etung people but has gone a step further to attract such a high impact investment to Etung LGA. They prayed God to continue to strengthen, prosper and re-energize him to continue to pilot the affairs of the state.

GOVERNOR AYADE'S EXPANDED GOVERNMENT A POLICY DESERVING OF COMMENDATION

By Goddie Akpama

Congratulation Mr Governor for your efforts towards ensuring Cross River State is COVID 19 free as declared by  NCDC. Well done sir.

In the first for years of his administration, the Cross River State Governor, Professor Ben Ayade, had as
many as 6,000 appointees, with most of them venturing into the corridors of power for the first time.

For about four years, some of them served as Special Advisers, Senior Special Advisers, Senior Special Assistants, Special Assistants, Board Members, Task Force Members, Special Committee Members etc.
This appointments were in addition to thousands of others employed into  various units of the state  service.

The appointments which from every ramification is an audacious expansion of government has been explained by the Governor as a " Food On The Table " policy of his administration.

As far as Sir Ben Ayade's administration is concerned, that policy has not changed. In a few day's time, Governor Ayade would be marking the first one year of his second term in office, and everything about the appointments made so far indicates that he has not abandoned his food on the table policy. As was the case during his first term, the Governor has been steadily bringing in a large number of people on board to support him in piloting the affairs of the state.

Yes, Governor Ayade's style of bringing so many people into government appears strange and has been criticised mainly by his opponents who are in the minority.

Since this minority group of mainly failed politicians, who have become arm chair critics, have easy access to the social media they go about telling blatant lies, and peddling dangerous rumours about the appointments made by Governor Ayade's administration.
Some of them have even described the appointments of large number of persons, especially youths, into the state government as capital flight.
This is ridiculous! When did giving people employment and paying them salary and allowances become capital flight? Honestly, this is all we hear from them.
These armchair critics, some of whom will easily jump at any appointment offered them by Ayade.

But the silent majority whose views I am expressing would tell you that the current administration in the state is one that has touched the ordinary man the most since 1999.
The silent majority will tell you that almost all, if not all the 196 wards are represented in government as per Governor Ayade's appointments. Aside from the fact that some of the appointees are husbands , wives, fathers and mothers, they are  uncles, aunties, cousins, nieces, nephews, and in-laws in their respective capacities.
So on your own, you can imagine  the number of people, dependant of these appointees, that the Ayade administration has touched positively courtesy of the salaries and allowances paid to these thousands of appointees.

For a compassionate man as Sir Ben Ayade, that is one of his numerous ways of putting food on the table of Cross Riverians. Add to that the industrialization policy of his administration, and his deliberate policy of creating employment by expanding government.

If appointing at least 6,000 people and more nto government, and paying them salaries of nothing less than a  N100,000 monthly amounts to capital flight, so be it. The fact is that the monies paid to these young men and women has not developed wings into some foreign bank accounts as witnessed before May 29, 2015.
So, the silent majority who reside mostly in the rural areas are saying they appreciate such capital flights because most of them are direct beneficiaries.

These people who are in the majority, but not usually on the social media are of the opinion that no administration before Ayade's was this favourable to them. In their words: " we have never had it so good."
It is an undisputable fact that the Ayade administration has been able to reach out to this extent despite the fact that the Governor inherited a state that is highly indebted and financially insolvent, yet he is able to squeeze water out of stone for the teeming masses to drink.

Look at the average age bracket of the appointees; 30 years at most. Nobody has ever given young men and women the opportunity of experiencing public office more than Prof. Ayade. These youths who have been appointed in their thousands is an appreciable departure from the old order of youths being the leaders of tomorrow, but never given the opportunity to undergo tutorials in the rudiments of public administration.

But,Governor Ayade has changed all of that and has given the youths who are leaders of tomorrow to start learning the ropes of leadership.
And don't say I told you because I know you have seen it.

The administration of Governor Ben Ayade has improved the economic fortunes of young men and women in the state. Go round, make enquiries if you are in doubts, and you will be told the owners of the new houses under construction, and most of the new investments in town.

That does not mean the elders are neglected. Our traditional rulers, community leaders, religious leaders, opinion leaders, senior citizens are all full of praises to Governor Ayade. You know this elders traditional rulers, and religious leaders have seen it all, so they call a spade by its name

If Governor Ayade has not done well, they would have said so. If Governor Ayade had neglected them, they would have shouted out at the top of their voices.
And as I sign off for now, I want to remind us that it is not just "food on the table" alone. The Governor had long ago added " hands on the plough " to his policy of ensuring every Cross River child does not go to bed hungry. This explains why all government appointees are in the field assisting Governor Ayade in this period of the Coronavirus pandemic, to battle day and night in ensuring the virus does not sneak into Cross River State. And, so far, the Governor and his team have succeeded in keeping the Coronavirus at bay.

THE CROSS RIVER CIVIL SERVANT AND LEAKAGE OF OFFICIAL SECRET

By Goddie Akpama

Some days ago, new rent in the air that three civil servants were guest to the Cross River State police command for allegedly leaking sensitive documents to the media, especially crossriverwatch, the online newspaper published by Agba Jalingo.

I have decided to be silent on the names of the arrested civil servants because, for now, they remain suspects with the police still investigating the matter.

However, I have decided not to shy away from commenting on the very act of letting out official secret or information through unauthorised sources; and in this case from civil servants who at all times are part of government.

From the look of things, the rate and speed with which classified documents are released to the press in recent days in the state indicate that it is done out of dubious political motivate to tarnish the image of Governor Ben Ayade and the state government.

But, unfortunately, the civil servants who have either sold themselves out to politicians, and have donated themselves as instruments for use by Governor Ben Ayade's political opponents should know that they have not only violated the official secret act which they swore to uphold, they have betrayed the trust officially reposed in them.

At times, I wonder why a public servant, who is indeed government, no matter the official position he occupies, should feel that he is less government than the governor and political appointees who has very limited tenure as public servants.

According to the Nigerian parlance, " Soja come, Soja go, barracks remain."
So, the civil servants should know that that barracks they work in for 35 years  up until they are 60 official years should be protected and preserved for the future generation and the overall interest of the state.

Divulging official information by any civil servant, through unauthorised sources, for the attainment of dubious political goals amounts to pulling down ones own house.
Is it proper for a farmer to set his farm ablaze because he is hunting for games? Why should a civil servant deliberately set out on a mission to pull down the civil service of his state because he has been influenced to do so for temporary pecuniary satisfaction from some disgruntled politicians who are also using the media as cover.

The good thing about this whole deliberate act of sabotage by some disgruntled civil servants who should have known their limits is under investigation by the police.
I also suggest that the office of the head of service in the state should immediately put mechanism in place to investigate the sources of the rampant leakage of official information, and if any civil servant is found,  such a person should be punished adequately according to the prescription of the civil service rules and regulations in the country.

The police on their part should explore the necessary laws and prosecute any civil servant that is found culpable of leaking official secret to the public through the media.
The police should make such civil servant understand that having acted as spies against the governor and the state government, they have floated the law, and must appear before the court for possible punishment.

Yes, the journalist will always seek information, no matter how secretive such information is. It is their duty to seek information,  but through due process, and they are protected by the law to do so, but not as spies for the purpose of blackmail or as politicians for the purpose of destroying their real or imaginary political opponents.

But, the journalist is very unlikely to  get any unclassified information in the civil service except it is leaked to them by the civil servants, this is criminal and such act by ANY civil servant, this civil servant or servants  must be made to face the Law.

We should give Ayade the support he needs

Goddie Akpama

It was with great bemusement that I read a statement by the Acting chairman of the All Progressives Congress (APC) in Cross River State, John Ochala, titled “Unveiling the Hidden Agenda Behind the Construction and Fabrication Academy Nigeria Limited.”

In essence the statement goes to make wild allegations about the supposed nefarious purpose of the Academy, a brainchild of Governor Ben Ayade. Ochalla goes on to allege how the governor is seizing CROSPIL land meant to serve the purpose of the new academy. He goes off also about how the the academy is a private concern of the governor and all that....

Today, it is actually funny that Ochala has started writing. It is funny that he has woken up and gotten his speech writer to work, as we have not known him to be one that artiulates or puts thoughts together.

We have failed as a party and I speak as a member of the APC. Criticism should not serve to destroy but to build and I am telling the acting chairman that if he has things that are against Cross River because today his  eyes are  opened, he should make his findings correctly so that he would not be embarrassed by the fact that his speech  writer  base his argument  on fiction.

If CROSPIL is a government owned facility and there is better purpose for said land to be used, why should the government not take advantage of it?

That place was given to CROSPIL by Chief  Clement Ebri, former Governor and so can be relocated to any other place. Donald Duke relocated the NUJ Press Centre for his personal purpose. Ayade is not using the place for any personal use but for the good of the state, so why the outcry?

Why not as a person  wait to see how this would materialize rather than crying more than the bereaved and mentioning names of people as they come to your head.

In the first four years of Donald Duke, he had difficulties. Ideas were running his head without conclusion, but at the end of his second tenure he did well. All Donald achieved was in his last four years. Let us give Governor Ayade a chance to see what he will  achieve for the future of Cross River. Delay is not refusal. It is a matter of planning. The governor has shown his own way of doing things and I know it may not be the style everyone is used to, gradually, he is meeting up his targets.

Donald, remember brought things like castor seed, pineapple and so on. They all failed in his first term. But in his second term , Ayade has done well in his first term. Details for another day.
So why do people think Ayade cannot do more and achieve his goals this second term? All the governor needs is support. He needs time and prayers and we should give it to him so our state can grow.
Thank you.

Ndifon who made this known in Abia, a remote village in Etung LGA where he was a facilitator in a Youth event, noted that youths are change agents that are capable of leading the fight against COVID-19 and also taking proactive measures to profer solutions as the world prepares for the Post COVID-19 era.

His words, " I am genuinely interested in Youth involvement and contributions to development and we are in a time where the world is shaking and economies have crumbled. This COVID-19 era has opened up to us what I call, systemic failures at all levels. And I know as young people it is our responsibility to change the narrative, and we are going to start it by the grace of God in the Youth Council." He noted.

"What we do to transform things is the little things we do in the classroom, in the church, on the road. These little things are what we as young persons can use to change things in our communities, in politics, in the development sector etc."

The Workshop which was put together by Responsive Youth Movement was aimed at enlightening young people to understand the effect of COVID-19, and how they can contribute their quota to developmental measures of living in the post Covid 19 era.

The Director General of the movement, Ejeh Peter said there was great need for young persons in remote villages to have good understanding of the ravaging COVID-19 and its effects so they can make informed decisions going forward.

In attendance were the Local Government Coordinator of Etung Youth Council, Ogar John, a one time Coordinator of Etung Youth Council Mr. Collins Akim, past and current presidents and leaders of Youths/student associations of Etung extractions all graced the event in their numbers.
